1996年夏初的賀伯颱風造成相當慘重的洪水與土砂災害,尤其中部陳有蘭溪沿岸的土石流災害更為觸目驚心,引起了舉國上下極度震驚,防災頓時成為社會各界關心的焦點。 有鑑於此,國立成功大學水利系謝正倫教授乃依據本校研究總中心設置辦法第五條之規定成立本「防災研究中心」,於1996年10月經研究總中心評議委員會審議通過而設立,是隸屬於總中心之研究單位,也是國內防救災工作的重點機構。
