Abstract
Construction projects are known for their complexity. Managing high quality throughout a project is never a linear process which can be easily planned. Current approaches focus on errors due to well-defined physical flaws. Although some noticed the importance of managing quality along the process, few realize quality is largely determined by changing factors characterized with human and organizational intervention. Quality is essentially dynamic. Managing it requires attention to the system as a whole during the process rather than correction of errors at the end. We present a new way of thinking about managing dynamic quality in complex construction projects.
