Abstract
This paper describes a new methodology for coding surveillance video sequences by means of delta modulation and statistical estimation techniques. This codec is simpler than the CCITT MPEG or H.261 Recommendation and more suitable for the usage of CCTV systems. With statistical characteristics of consecutive images in surveillance systems, the proposed scheme is based on compressing 8×8 pixel blocks of temporal differences. According to a modal selection of the blocks, each block is coded in different modes: the HDM (Hierarchical Delta Modulation), AHDM (Adaptive Hierarchical Delta Modulation), Zero and DCT modes. From simulation results, the bit-rate reduction and the PSNR are approximate 50 and about 40 dB, respectively.
