Abstract
In a ubiquitous multimedia space, a video coder that can provide wider range quality-of-service (QoS) and adapt to the networking situation is urgently required. In this paper, the proposed MPEG-4 hybrid scalable coder called HScodec re-designs a FGST structure to support full scalable functions and contains a improved rate-control mechanism using the Lagrange multiplier method. Based on the network information, the Kalman filter can predict the network throughput recursively for the rate-adaptation in HScodec. In our experiment, the proposed HScodec shows better perceptual qualities and a feasible scalable rate control with a lower complexity for the ubiquitous video streaming service over the Internet.
