T1 - Monitoring the illegal quarry mining of gravel on the riverbed using daily revisit FORMOSAT-2 imagery

N2 - A new method of image differencing and automatic co-registration based on the technique of fast normalized cross correlation is proposed and applied to a pair of FORMOSAT-2 2-m panchromatic images between the two dates in 2004 and 2005, with the intention to monitor the illegal quarry mining of gravel on the riverbed in the watershed of the Tseng-Wen River. Ground truth on the study sites is obtained from the interpretation of color digital images taken from the unmanned helicopter. The results show that the new method reduces the root mean square errors of mis-registration substantially, and the change/non-change information matches the ground truth very well. With the unique capability of daily revisiting and the advanced spatial and temporal resolution, this new method enables us to automatically process a large amount of FORMOSAT-2 Level-2 images and monitor the illegal quarry mining of gravel with certain level of accuracy on a daily basis.
