New rate control schemes for low bitrate video coding

Abstract

A new rate control algorithm based on the jointly consideration with type selection procedures to get an over all concern about system coding control is proposed. Three type selection procedures are employed in this synthesis. The two bits prediction modes included in these procedures, i.e., variance-based and activity-based and activity-based prediction model, are also developed. In addition, a rate control scheme based on the concern of stable buffer status is developed while comparable coding performance as the traditional linear rate control algorithm can be achieved.
