NTSC to HDTV video conversion system by using the block processing concept

Abstract

In this paper, we present the algorithms to convert the NTSC format to the HDTV based upon a block by block methodology. The conversion system, including interlaced to progressive, sampling rate, line rate, and frame rate conversions, is proposed and simulated by a digital video system. Very good quality by visual perception and high PSNR results are obtained.
