The poloidal flow damping rate in the vicinity of the magnetic axis in tokamaks is calculated using the time-dependent plasma viscosity. It is found that the damping rate is of the order of νii ft2, where νii is the ion-ion collision frequency, and ft is the fraction of the trapped potatoes. The corresponding neoclassical polarization or inertia enhancement factor is [1+ (σ pq 2/f t)], where σ p is a numerical number of the order of unity, and q is the safety factor.
