Simulation and Analysis of Common Attacks against PLCs Used in Dam Testbed

Abstract

The programmable logic controller (PLC) is a crucial component in industrial control systems (ICS) and has significant importance in critical infrastructure (CI), making its security a national or regional concern. Common attacks like man-in-the-middle (MitM) and denial of service (DoS) have recently extended to ICS due to the integration of operational technology (OT) and information technology (IT) in cyber-physical system (CPS). However, due to the classified nature of CI information, there are limited studies analyzing these attacks on different PLCs, particularly in dams. In this study, we simulate various attacks, including MitM and DoS, on real PLCs used in our dam testbed, comparing the risks and discussing the effects and recommendations.
