Abstract

This paper focuses on Pingtung's 'Raise Water, Grow Electricity' plan. Through this case study to better understand how the local government, business and local people can work together to propose a solution to turn a highly populated disaster area into a land conservation space without hindering the developmental needs. Local participation is a vital step for the success of the plan. By introducing the new 'technical actant' to create translation of land and space and raise new alternative income source. This plan not just fulfilled the ethics of the government being a government, but also carried out the legitimacy of policies. The translated space will have more influence, bring in more actors and energy, and ultimately undertake better and greater actor network.
