Abstract

Affordable housing has become a crucial urban issue in Taiwan. Given its fast-paced population migration in 1950s, Taiwan is experiencing a dramatic increase in the demand for affordable housing. However, the affordable housing policy become stagnant due to conducting or management(implementation) problems , such as being unaccepted(unpopular) with people, the poor quality of building and the management problem of the residents in 1970s. In recent years, the issue of unreasonable housing prices has been raised, and the discussion about affordable housing has also noticed again. However, at present, there are no clear definitions, policy frameworks and tools about affordable housing in Taiwan.
In comparison, in other countries, like the U.K. and United States, the affordable housing is relatively well-developed with a comprehensive system and a mature research framework. The literature in this area is complete with legal laws, feasible regulations, financing and management. Therefore, this paper tries to discuss the key elements of affordable housing policy framework in U.K. and United States. Furthermore, comparing the foreign cases to the Taiwanese affordable housing policy framework and analysis the former problems about conducting the affordable housing policy in Taiwan , it shows three policy tools should be discussed further, including land development plans or local regulations, grants resources and public-private cooperation. Therefore, this research will also analysis these three policy tools in U.S. and use a questionnaire written by experts to see if these tools can be used in Taipei, Taiwan. The conclusion of this paper, suggests the key elements which should be taken into consideration when developing affordable housing policy in Taiwan, and what policy tools could be used in Taipei, Taiwan.
