Abstract

With the global housing price raising rapidly and housing cost increasing recently result in that people place importance on the issue of housing affordability. The nations drew up a lot of plans and acts to resolve that people who live there can’t afford the expensive housing. UK drew up “Affordable housing programme” in 2000; United States drew up “National Affordable Housing Act” in 2000, and Taiwan drew up “Housing Act” in 2011. These policies make that people can afford the expensive housing and expect to achieve the purpose of living justice.
After WWⅡ , UK and United States drew up the policy about affordable housing to resolve the housing need. After that, they suffered the global economic crisis and they drew up the affordable housing policy in different way according to their developing or the party. In comparison, at first, government drew up the affordable housing policy for resolving the housing need problem; Public Housing Act for the housing price raising and revised Public Housing Act for target, mechanism, etc.. And government drew up Housing Act for the price in 2011.
By reviewing and analyzing references, we can understand the context of affordable housing policy in UK was influencing by the Party ‘s principle, and the way they drew up affordable housing focused on steadying affordable housing quantity. In US, the context of affordable housing policy was influencing by housing market, and they focused on subsidy system. In Taiwan, at first the affordable housing policy was focused on supplying affordable housing. Because of the effect of US, it was focused on subsidy system.
For an objective study, this research uses two methods, one is literature review, another is in-depth interview. It can verify the context of affordable housing policy and the hypothetical assumption of path dependence through the interview contents. Finally, in this study, it establishes the affordable housing policy context in Taiwan from the aspect of critical juncture, affordable housing ownership, the budget and the policy. The conclusions are the context of affordable housing policy in Taiwan is in to “lock in “, the definition of object is constricted, the target is not explicit, and implement is not diversified.
