In 2011, several cases of sexual assault at National Tainan Hearing Impaired School was disclosed by the media and the legislators. As the disclosure of the cases, it was found that there were many problems at this school. What makes me concern the most among the problems is that many teachers at this school cannot use sign language. To solve this problem, the issue will be started from the Deaf Culture and deaf education to Constitution Article 21. According to Article 21, fundamental right to education of the deaf students shall be guaranteed. It establishes a system to teacher education which is seeing the self-actualization of the deaf students as the core. To more specific, it means that the people who want to teach the deaf students must get the license of sign language. The reason why is that sign language is not only the language of the Deaf, but also the most important part of the Deaf Culture. Then, the entire system of special education teachers and teacher selection will be discussed. This part will involve Teacher Education Act and its sub-laws, and The Special Education Act etc. At last, I would recommend the solution of this problem and then review this suggestion on amending the law constitutional or not.
