Planning system in Taiwan follows the rule of that in Japan and contemporary planning system was implemented after 1964. While making plan after the real development, it forces plans in Taiwan have to face the existed developments in centaries, and to consider the land use rules published during Japanese colonization in order to protect the property right of landowners. When there is a gap between plan and the real development, public and private sectors tend to rely on market to form the developed part of the city, and make additional rules to control new developing area. By making plans in new ways in new developing area, developed part may be influenced and the landowners may accept the change even though part of their right would be taken.
