The Rural Regeneration Policy (RRP) expects to establish a bottom-up system to promote community-based rural revitalization initiatives by gathering the residents' consensus and enhancing the community's empowerment. However, while Taiwan's RRP has been promoted for over a decade, there has yet to be an evaluation conducted for community empowerment, resulting in a lack of long-term capacity review of the plan. Therefore, this research uses the mixed approach of subjective and objective mergers to comprehensively discuss the relationship between policy and community empowerment in Tainan. The process included adopting ten community empowerment indicators to evaluate the empowerment status and using the questionnaire to understand the residents' thoughts. Based on the Structural Equation Modeling (SEM) analysis to further explore the relationship between The RRP and community empowerment. This research mainly provides the relationship between the current rural regeneration policy and community empowerment. Moreover, suggest that in promoting the policy, the state of community empowerment should be used as a reference so that the PPR can be closer to the community's needs and achieve the goal of rural regeneration and sustainable development.
