Abstract

Urban Renewal Act 1998 (URA) has had a great influence in implementation of urban regeneration. One of the most important instruments in URA is the “(urban) renewal area” (RA) which is an area demarcated to undergo urban renewal in accordance with procedures set forth in the URA or Urban Planning Law. Until 2020, there are more than 600 RAs while only 309 urban renewal projects completed. 156 cases, over half of the total completed projects, located in Taipei City, the capital city of Taiwan. However, among these 156 projects, more than 40% are not in any RA. This phenomenon might indicate that there might not be so much difference between whether RA is demarcated from developers’ perspective. Recent research indicates that the transaction cost of is the key for success of urban renewal. Thus, the policy and the amendments of URA are focusing on reducing transaction cost and rewarding implementing urban renewal to promote urban renewal business. This study attempts to clarify the effect of RA demarcations by analyzing completed projects in Taipei City from the aspect of transaction cost and revenues. The result shows that RA demarcations barely impact transaction cost of urban renewal projects in comparison of other real estate factors. Thus, while demarcating RAs, the government might have to take situations of real estate transaction in considerations. In the other hand there should be a clear classification of RAs and the government should consider providing different assistance rather than only rewards.
