Abstract
In response to the revision of Urban Planning Law, the study aims to discuss the development of welfare facilities for the people with disabilities and the user experience of the people with disabilities. Taking Tainan City as the research scope; taking Home for the Disabled (Tainan City Government), the assistive technology resource center, accommodation institutions, and day care center as research facilities. We examined the development of welfare facilities for the disabled through archival research and interviews; and the questionnaire survey was used to anaylse the user experience of the people with disabilities.The results indicate that: (1) There are three periods of development of welfare facilities for the disabled, and it is currently a period of stable development. (2) Welfare facilities for the disabled is only guided by Department of Health Care and Welfare Services, they are likely to be clustered in the same area. There are differences in supply and demand status of welfare facilities for the disabled in Tainan. (3) The services provided by the welfare facilities for the disabled and the quality of the pedestrian in the place the people with disabilities lived are positively related to the willingness to participate in society.
The study suggested that the government should have a better understanding of the information on people with disabilities. Also, the government should establish interdepartmental system to ensure the welfare facilities for the disabled are properly developed.
