A Study on Operating Efficiency of Public Transportation Tourist Route - The Case of Taiwan Tourist Shuttle Service

Abstract

Tourism is now all the rage Taiwan tourist shuttle routes is a public transportation tourism route designed for travel and this paper uses data envelopment analysis (DEA) to measure the efficiency of 26 Taiwan tourist shuttle routes in 2018 Because Taiwan tourist shuttle is government policy it focuses on the effect of the policy In order to understand the decreasing returns of decision making unit so using output-orientation in CCR and BCC model by DEA The input variables are the vehicle kilometers travelled of year and the subsidies for loss of business The outputs variables are measured by the passenger capacity of year and customer satisfaction The purpose of study are divided into quality research and quantity research so this study further explores whether are effects on efficiency so it is divided into three models for analysis With DEA we can only discuss efficiency so this paper using Tobit regression with the Taiwan tourist shuttle characteristic factors(Per Operating Vehicle、the numbers of bus stop、frequency a week、Operation type) to analyze what kind of characteristic factors affect the efficiency The research result gives the evidence that if considered the output variables (measured by the passenger capacity of year and customer satisfaction) at the same time the efficiency presented is the best and it is more in line with the government’s expectation of policy effects because it also analyzes the value and quantity
