A Study to Assess the Results of the Functional Zones for Spatial Planning Act from the Viewpoint of Ecosystem Services ─ A Case Study of Chiayi City Taiwan

Abstract

In order to achieve the sustainable development goal of Spatial Planning Act in Taiwan and applying the ecosystem services concepts to Taiwan’s spatial development strategy Here we use Chiayi City as an example to assess the results of the functional zones for Spatial Planning Act from the viewpoint of ecosystem services (ES) then give suggestions on the future land use principles We synthesized spatial indicators of eight provisioning regulating supporting and cultural ES in Chiayi City and used the method of two-step cluster analysis to define and map ecosystem services bundle (ESBs) Finally we used an overlap analysis to characterise the relationship between the spatial configuration of ESBs and the results of the Functional Zones then give suggestions on the future land use principles The conclusions are divided into three parts: 1) food production has synergistic relationships between pollination but has trade-offs relationships in other regulating services Forests has multiple ES and contribution to regulating services there are mainly synergistic relationships among regulating services; 2) We suggested that the spatial distribution and patterns of ESBs in Chiayi City could be taken into consideration when changing the functional zone and sub-zone in the future; 3) Whether the land use principles will decline in other ecosystems services we should continuous monitoring of ecosystem services in Chiayi City and even analysis with socio-economic factors to understand and predict trends in ecosystem service
