How to reuse idle public facilities has been a concern to the government in recent years As an important facility in any rural area the local elementary school is an important community hub The process of reusing vacant school buildings in non-urban planning areas is often hindered by regulatory issues more so than in urban areas Land-rights and land-use regulations are especially complex To address this issue this study employed text analysis overlay analysis case study in-depth interviews and created a spatial database to examine from the perspectives of Land right and land use the distribution of vacant elementary schools in non-urban Taiwan their land-rights and land-use categories and the trends issues and solution strategies related to their adaptive reuse From a national perspective the study suggests the following: 1) Establish a central-government subsidy program for facility revitalization 2) create an advisory group 3) build a platform to match the supply and demand of available facilities and to share success stories of adaptive reuse and 4) extend existing policies Additionally the study offers four suggestions regarding future land control policies: 1) Re-examine the designation standards of environmentally sensitive areas 2) relax certain land regulations 3) create a systematic process for the exchange and use of rural lands and (4) integrate landowner contact information into the land administrative system
