Peri-urban areas are located between urban and rural which rich in natural resources but also receive the impact of expansion from urban growth Peri-urban areas’ agricultural land stands a huge part of its ecosystem and provides crucial ecosystem services However under multiple pressures rapid and unplanned urban expansion has led to massive conversion of agricultural land in peri-urban areas making it impossible to allocate resources between urban development and agriculture properly resulting in misplacement of resources and poor development efficiency It may even cause the unbalance trade-off relationship between urban development and agricultural land protection impacting the sustainability of the region Eco-efficiency provides a sustainable perspective for evaluating the efficiency of urban development and the trade-off relationship between urban development and agricultural land protection Thus this study takes data envelopment analysis as a method to evaluate the distribution of the eco-efficiency of the development under the conversion of agricultural land in the peri-urban areas of Tainan city In addition based on the returns to scale analysis and reference set analysis suggestions for the spatial development of Tainan's peri-urban areas are proposed Furthermore through the slack variable analysis and the sensitivity analysis suggestions for improving eco-efficiency are proposed Finally according to the spatial correlation analysis factors that may affect eco-efficiency are explored This study provides a framework to review the past development situation of a region and follow-up suggestions on managing and planning
