Beihua Village is located in a low-lying coastal part of Chiayi County At present water drainage in the village is carried out only by means of pumping water However when heavy rainfall occurs the safety of the residents’ lives and property is greatly threatened The salt industry in Budai Salt Pans of Chiayi County ended in 2001 leaving large expanses of abandoned salt pans The Old 5th Salt Pan one of these abandoned salt pans is located next to Beihua village After being left unmanaged since the termination of the salt industry the water management infrastructure in the salt pans have grown old and cannot be used effectively Therefore in this research I use Physiographic Drainage-Inundation Model (PHD model) and flooding mitigation strategies to understand the flooding situation of Beihua Village and the Old 5th Salt Pan The flooding mitigation strategies include improving dikes around the village drainage channels beside the salt pan and pumping stations The results of the flood simulation show that Beihua Village flooding can be alleviated after building dikes but it will result in an increase of flooding in surrounding areas On the other hand the simulation shows that the construction of channels near The Old 5th Salt Pan has the function of flood detention for villages and surrounding areas while the effect of setting up pumping stations is limited for the villages and their surrounding areas It can be seen from the simulation results that the influence of flooding in surrounding areas must be taken into account when setting various flood regulation strategies in the area and the The Old 5th Salt Pan has the function of flood mediation The results of this study can be used for reference by local government or policy makers in future planning of flood mitigation and The Old 5th Salt Pan's development
