Open Government and Innovation Service: A Case Study of Anding District Office of Tainan City

Abstract

The research through understanding the innovative public service of a local government unit-Anding District Office of Tainan City in promotion practice in the degree of compliance with the four major contents of open government: ‘transparency participation responsibility content’ further analyzes by using literature analysis and interviews the possible effect of Tainan City-County merge on promoting open government The final finding of the research: the impact of promoting public service has transformed from the bottom up the promoting process lack ‘open participation and responsibility’ and the budget and scale are hard to increase the public and private sectors remain to be convinced and there is still doubt on the result The research recommends that the government should be the role model internally enhance promotion and reward and the government and private sector cooperate to mend the lack of funding As to the public the government should cultivate citizenship achieve ‘transparency participation responsibility and content’ in procedure and lower the cost of cooperation in addition to emphasizing the spirit of cooperation creating the win-win situation between the public and the private sectors
