A historical district plan is expected to be an opportunity for stakeholders to participate in the revitalization of historic streets districts However the revitalization can be quite limited without understanding of the complexity of local stakeholders This is especially true to historic district plan since the purpose of such project is to encourage submitting subsidy application The aim of the research is to demonstrate that urban planning can be improved by taking local knowledge into decision-making framework There are ways to explore local knowledge one of them is stakeholder analysis which can describe stakeholders and their need and concerns in order to interact with individual stakeholder according to their characteristic In order to explore the role of different stakeholders in the revitalization process as well as to identify the possible difficulties for the stakeholders to participate in the revitalization of the historic street district Xinhua is an extreme case in which conflicts or cooperation of local stakeholders have long existed Using in-depth interview and participant observation the research unpacks the different stakes of local stakeholders to reveal some surprising collaboration as well as conflict The results show that local strategies such as festivals markets and competitions are most likely to be recognized by the public especially issues that is economically oriented In addition the dynamic process of house renting not only affects owner’s action but also influenced the arguments of the preserver
