Abstract

The purpose of this study is to explore the effectiveness of university self-governance strategy by using the National Cheng Kung University(NCKU) as a case Effectiveness was defined as international competitiveness and staffs’ and students’ satisfaction from agenda setting work team establishment and inter-organizational cooperation Archives which were based on the “Final Report of the NCKU Self-governance Pilot Project ” were used in this research There were six research findings Firstly the motivation factors were not listed on the agenda Secondly hygiene factors were the key to the satisfaction of the staffs and students Thirdly the project team members did not function very well Fourthly the project team could not respond to the critics of staffs and students Fifthly supports from central government were insufficient Sixthly the government educational system could not meet the needs of university staffs and students According to the research findings there were three suggestions Firstly hygiene factors should be considered during agenda setting Secondly quality of project team working should be imporved Thirdly central government should take the role of leading the project
