Abstract

This study discussed about how to allocate spectrum to operators in Taiwan 5G telecommunications market We built three scenarios which are “pursuing the maximization of overall benefits of spectrum” “pursuing the fairness of operators in the telecom market” “pursuing the minimization of constructing and allocating costs for operators ” as the policies aiming on spectrum planning In order to make the results of spectrum release comprehensively we explored two extra allocation conditions “all the blocks sold out” and “possible of unsold” which are based on these three scenarios Next we used optimization method to get the optimal solution of three scenarios and two allocation conditions and comparative analysis with the release results in Taiwan's first 5G spectrum auction in the end At last this study explored and analyzed the results expecting to be a reference for spectrum planning and allocation in the future for competent authority and as a basis for the operators to formulate the portfolio strategy at the next release
