Abstract

The increasing of elderly population the reformation of existing public facilities is demand In 2002 the World Health Organization proposed the concept of "live aging" and advocate promoting the high quality life for elderly by the process of obtaining appropriate opportunities for health hygiene and safety Moreover involving in social relations personal relationship could be improved; and health care information and opportunities to participate in recreational activities could be provided in public space However facing the issues of aging the old community of central city lacks either the provision of neighborhood public facilities’ function or accessibility Due to the fragmented plots and complex property rights the lands for public facility in urban planning are difficult to obtain especially in old town areas Besides the decline of mobility and social relations the elder is more limited for taking part of community participation Hence how to transform the private properties to public use on the premise of preserving the characteristics of the historical atmosphere and to create small-scale multi-functional and accessible for public use to support and satisfy the aging life are the main issues of this research
