Abstract

There are three major parts in this paper The first part is the integration of a voyage data recorder (VDR) with wireless communication modules The integration includes hardware assembling software coding and testing on a real ship By adding in the wireless communication modules the VDR will be able to send back boat’s position at regular time intervals allowing on-shore spectator to be easily aware of boat’s situation on the sea The wireless modules include the satellite communication module and the global system for mobile communicate (GSM) module The VDR is able to automatically select the module to send back messages depending on the strength or the availability of signals Generally when a boat is close to shore or in the port positions are sent back through GSM module If the GSM signal is bad usually away from shore or on the middle of ocean VDR will use the satellite communication module instead By using this type of communication the cost will be less than only using the satellite communication onboard The second part is to analyze the voyage data from 2006 to 2013 by using the algorithm to verify whether it is a point in the polygon or not Through this method the voyage data will be transferred into several properties such as the entering/leaving time the name of the port the total time of a single voyage maximum displacement in the voyage total traveled distance and the VDR recording status Those properties will also be saved in a database The third part is applying the algorithm similar to the one in the second part to present devices This part can be classified into two types The first one is to create an area-crossing alarm system By using the onboard computer or the industrial computer to receive global positioning system signal it will help determine whether the boat breaches in other countries’ exclusive economic zones (EEZs) or not If the boat crosses the border the alarm will sound to notify the crew or the system will automatically send a message to on-shore spectators avoiding conflict between nations or reducing financial losses of fishermen The second one is adding a similar filtering function into the voyage data receive station (VDRS) allowing spectators to exclude the voyage data in specific area in order to prevent the defrauding of fuel subsidies
