The Critical Driving Force towards Creative City: A Study on City Development Models from Cultural Industry Trend and Policy Intervention in Taiwan

Abstract

Promoting the regional wealth urban economy and residential living quality cultural creative industries policy has been performed since 2002 in Taiwan Through three critical stages: (1) Cultural Creative Industries Development Plan during 2002 and 2008 title is "Challenge 2008: National Development Plan" cultural and creative industries development plans; (2) Cultural Creative Industries Development Action during 2009 and 2012; and (3) Value Chain Creation since 2013 policy intervention has produced the economic effects in majored cities of Taiwan After three stages’ execution there are significant advantages of local employed rate production value of cultural creative industries civic GDP and residential living being happened Owing to adopting various cultural industries developing policy city generally results into various cultural living pattern and creative milieu This study analyzed the existing cultural and creative industries status (deprived from the data of five municipalities of Taipei New Taipei Taichung Tainan and Kaohsiung in Taiwan) and found in the northern region in the cultural and creative industry output value of Taiwan in 2012 had accounted for nearly 75% industrial centralization phenomenon is fairly obvious; which Taipei in cultural and creative industries have been far ahead of other cities accounting for over 60% of GDP station Moreover locating on the most southern island Kaohsiung City cultural and creative industries cluster (i e Clustering) and talent cohesion (i e Agglomeration) effect significantly behind the proportion of the northern city of cultural and creative output but the effect of talent aggregation part because of the work opportunities for cultural activities small enterprises and cultural richness has been increasing the proportion of highly educated residents immigration and grow as the third city of Taiwan ranking By analyzing Taiwan's cultural and creative industry production value population growth rate the residential consuming ability local creative activity frequency cultural budget allocated by local or central public policy and cultural creative economic growth this study finds out the critical factors and to establish an effectively developing model of metropolitan cultural industries how to become a creative city The purpose is to provide decision-makers a referential programming method in pursuit of creative city with the potential economic growth The talents who are college-educated residents are critical driving force for the growth rate of cultural creative economy The local cultural budget of a city supports by metropolitan fiscal policy can create cultural elements to recruit talents Secondly when the number of local cultural creative firms and local cultural activities are getting increasing this city will create more commercial chances to raise local job opportunities resulting in attracting talents and economic growth The statistical analysis tool structural equation modeling (SEM) utilizes to analyze the relatively influential power between each factors Those factors Include of cultural creative activities cultural creative firms the residential consuming abilities unemployed rate and fiscal cultural budgets of each city and so on
