Abstract

The thesis is a case study of One Mandatory Day Off and One Flexible Rest Day Policy exploring agenda setting and alternative choices from the perspective of multiple streams using the literature analysis method and the semi-structured interview method for research analysis In the case of One Mandatory Day Off and One Flexible Rest Day Policy the policy window is the key to amending the labor laws and it is also a divider between “outside the government structure” and “within the government structure” At the stage of policy formation the dominant stream is the “political stream” referring to the policy settlement deeply affected by political power
