The Land Development Trend of Development Permit Cases under the Regional Planning Act from the Perspective of Urban Sprawl-A Case Study of Tainan

Abstract

In response to urban and regional development national and local governments use planning systems to guide the spatial development The planning regulations will change the land use of the country and the people However some studies found that government policies and regulations are important in determining urban sprawl They indicated that institutional factors probably cause the urban sprawl In Taiwan the non-urban land is managed by the regional planning system and can be changed by the development permit under the Regional Planning Act But past studies have successively pointed out the issue of development permit review system and the Regional Plan They indicated that this planning regulation probably cause the urban sprawl In 2015 the new Spatial Planning Act of Taiwan has been enacted Under the new planning regulation we should understand the land development trend in the past and change strategies to solve the urban sprawl protect the environment and manage the non-urban land Therefore this paper summarize the characteristic of the development permit cases and serves as a management proposal for the new Spatial Planning Act Our research found that development cases are scattered development and far from urban areas Rural District and Industrial District located will drive conversion of surrounding farmland Local policies regional plans and development permits affect land development phenomenon
