Cloud service is the Internet services that combines cloud computing cloud storage and network Compared with traditional information systems cloud services are more flexible and can respond to users' needs quickly so enterprises can put their information systems on the cloud gradually Hence choosing the best alternative among variable cloud services has become an urgent issue for enterprises In this study Service Measurement Index (SMI) is introduced as a performance indicator to evaluate the cloud service alternatives and then the Analytic Hierarchy Process (AHP) is used to examine to what extent decision makers care about the evaluation indicators by calculating the weight ratio of all indicators Finally the Elimination and Choice Translating Reality (ELECTRE) is used for the decision makers to evaluate the cloud services under these indicators and find the smallest set of optimal choices We also apply the proposed method to a medium-sized manufacturing company in Taiwan aiming to introduce a cloud service to its company First we examine the evaluation indicators of the cloud services which are suitable for this company via interview with relevant decision makers of the IT department Then the executive team of the company select the cloud service that best suits the company according to the results evaluated by IT decision makers Finally the verification results show that this model can provide assistance of constructing a cloud service evaluation model to a group of decision makers through several evaluation indicators
