abstract = "In this paper, we propose the algorithms to convert the NTSC format to the HDTV based upon a block by block methodology. Efficiently resembling the block processing concept built in the future HDTV system, the proposed block-by-block algorithms achieve a faster processing speed than the pixel-by-pixel ones. The complete conversion system, including interlaced to progressive, sampling rate, line rate, and aspect ratio conversions, is realized in software. The simulation results show that very good quality by visual perception and high PSNR results are obtained in the converted image sequences.",

note = "Funding Information: The conventional NTSC TV system has been widely used for many decades in many countries. There would be many TV programs recorded or transmitted in the NTSC format when the HDTV programs are broadcasted, but the traditional TV program and VTR resources will not meet future HDTV standards. It is important that the newly designed HDTV sets must also have the capability to receive the NTSC programs. Recently, improved definition television (IDTV) [ 13 can increase resolution by line rate up conversion in receiver sets, which receives low resolution broadcasting signals but it's qulaity is higher than conventional TV in the display. Table 1 shows the video format of the NTSC and the proposed HDTV systems in U.S.A. The higher scanning rate will get better display quality but it needs more data processing and faster pixel rate.
