Construction quality and organizaton procedures for BOT projects

Many studies have investigated the upstream issues of BOT projects such as risk factors and concessionaire selection criteria. But the project execution practices become complicated and are less studied such as escalated construction quality supervision with hidden redundancies. This study compared the quality supervision degrees and organization and procedures of the TRTS and KMRT construction projects to pinpoint adequate quality supervision. Four research questions were proposed. Ten subway construction projects were adopted as cases in which five were from the TRTS with traditional design-bid-build (DBB) delivery method and five from the KMRT with the BOT method. Their project quality documents were reviewed. Interviews were conducted with owners, contractors, designers, and concessionaire for 19 times with 44 participants in total. Their opinions were recorded, analyzed and compared. The research results show that the construction quality performance is no difference for the TRTS and KMRT projects. But overly supervision in terms of extra organization and procedures occurred to KMRT. The degree of quality supervision has larger influence on construction quality than supervision organization and procedures do. This indicates that supervision organization and procedures should be simplified for BOT project construction.
