The quality of information system development is a priority for organisations that rely on developing office software applications. Information system quality should be assessed via a standard procedure. Various methods have been presented for enhancing information system software development. However, existing approaches are costly and difficult to implement and thus are rarely employed by small-medium organisations in developing countries. Fortunately, statistical approaches, when applied properly, are less resource intensive than conventional approaches for improving the development of software information systems, while being equally effective. However, few investigations have mentioned the procedures involved in adopting these valuable statistical approaches for small-medium organisations. This study measures the quality of the software development process via a proposed procedure using a statistical approach named the process capability index that is currently primarily used to measure the quality of hardware manufacturing processes. The proposed procedure enables organisations to ensure that the quality of the software development process matches corporate goals, is not resource intensive, and fulfills customer needs. Finally, a case study is discussed to demonstrate how a company can adopt the proposed procedure to enhance the quality of information system development.
