摘要

The purpose of this study is to evaluate the congestion pricing policy on differential schemes under the first-best, second-best and distance-based tolling principles in a static network. We aim to address the problem and constraint associated with the current double tolling policy, which is the ceiling by law, on the national freeway system in Taiwan. The targeted group is the motorists who pass through the Hsuehshan tunnel segment during series holidays. According to the empirical study results, the congestion toll of the first-best and second-best policies on the tunnel section is at least two times higher than that of the distance-based toll in every simulation scenario. The numerical analysis results would have policy implications for the freeway bureau and government office to enhance the ceiling of the toll rate for a better freeway service during peak periods on a congested freeway corridor.
