It is illustrated that plasma transport processes in the direction of the magnetic field are local in the vicinity of the magnetic island in the long mean-free-path regime where the collisionality parameter v* is larger than 10 -2, and the width of the island is about 3% of the minor radius or smaller. This is because the plasma temperature variation on the magnetic surface that results from the magnetic reconnection is gentle. Both the electron and the ion parallel transport fluxes including parallel heat flow in the banana regime where v*<1 are calculated using a model Coulomb collision operator that conserves momentum.
