N2 - In this paper, we develop an IP-surveillance platform using interactive camera-handoff control, which is called IPS-ICC. In addition to fundamental tele-surveillance functions, emerging techniques of IPS-ICC contain flexible surveillance description language, scalable video coding and data fusion. The proposed camera-handoff control is designed to assist client applications in changing monitoring connections automatically when tracked object moves among multiple cameras in a large-scale surveillance environment. According to experimental results, IPS-ICC would be a feasible solution to provide more reliable and scalable surveillance services for the next-generation IP surveillance system.
