The information sender does not have to specify who will receive the message because the members are anonymous and the organization policy of the receiving group is unknown. However, the sender is able to indicate the nature and destination of the message, e.g., how important the message is and in which order or to which department it will be sent. The receiving group can create its own policy on who can read the message according to the indication of the sender and the group's organization.
