N2 - In this paper the data envelopment analysis (DEA) approach is applied to find the inefficient forest districts in Taiwan, ROC. The Taiwan Forestry Bureau proposes three alternatives for reorganizing the thirteen districts into eight districts. These three alternatives are appraised also by the DEA approach. The criterion is to make the new districts in an even status to be fair for the welfare of the local people. From the theoretical point of view, a better alternative for reorganization is suggested.
